Map the revenue first.

Start by identifying where customers are located, where contracts will be signed and where the core commercial relationships need to be managed. A headquarters should support the revenue model rather than force the revenue model to work around it.

Then map the operating engine.

Consider where teams, suppliers, professional support and management functions can be coordinated effectively. One market may be the commercial front while another supports delivery, administration or regional coordination.

Avoid treating the choice as permanent.

Many growing businesses evolve into multi-market structures. The initial base should solve the current stage while leaving room for a second entity, branch, team or operating hub when the commercial case becomes clear.
